In a shocking incident that has brought a major recruitment scam to light, a young man from Bihar, filled with dreams of becoming an IAS officer, traveled all the way to the prestigious Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie for his training, only to discover that his selection letter was a complete fake. This heart-wrenching story has exposed the dark web of fraudsters preying on the hopes and aspirations of innocent youth.

The man at the center of this unfortunate event is 28-year-old Pushpesh Singh, a resident of the Saran district in Bihar. Like millions of other young Indians, Pushpesh harbored the dream of joining the esteemed Indian Administrative Service. His joy knew no bounds when he received what he believed to be an official communication from the Union Public Service Commission (UPSC), informing him of his selection.

The perpetrators of this scam had meticulously planned their deception. They first contacted Pushpesh, posing as UPSC officials. They then conducted a fake online examination, making him believe he was a legitimate candidate. To complete their charade, they sent him a forged merit list and a detailed training schedule via WhatsApp, making the entire process appear authentic.

Blinded by what he thought was the realization of his lifelong dream, Pushpesh, who works for a private company in Gurugram, fell into their trap. The scammers then demanded money for the so-called recruitment process, and he paid them approximately ₹30,000. Convinced of his selection, Pushpesh shared the “good news” with his family and, accompanied by his proud parents, embarked on his journey to Mussoorie, carrying his luggage and the fake selection letter that he believed was his ticket to a bright future. 

The moment of truth, however, arrived at the gates of the LBSNAA. When Pushpesh presented his documents to the academy officials, they immediately spotted the discrepancies. A thorough verification revealed the heartbreaking truth – the UPSC result and the selection letter were forged. There was no record of his selection.

The academy administration promptly informed the Mussoorie police, and a team was dispatched to investigate the matter. The Local Intelligence Unit (LIU) and the Intelligence Bureau (IB) were also brought in, given the serious nature of the fraud.

Initial investigations have revealed that Pushpesh is not a criminal but a victim of a sophisticated online fraud ring. A Zero First Information Report (FIR) has been registered, and the case has been transferred to the Gurugram police for further investigation, as the fraudulent transactions took place while Pushpesh was in Gurugram.

This incident serves as a stark reminder of the dangers lurking online. The UPSC has repeatedly issued advisories urging aspirants to verify their results and any communication exclusively through its official website. The authorities have appealed to the public to remain vigilant and not fall for such scams. The investigation is ongoing, and the police are working to track down the criminals behind this elaborate fraud.

The university’s structure was impressive, featuring six colleges with their own entrance gates. Learned scholars, known as ‘Dwarapanditas,’ guarded these gates, acting as gatekeepers of knowledge. Only those who proved their intellectual mettle through rigorous debate were allowed entry. Picture a grand academic obstacle course where only the brightest minds could proceed!

However, the university’s illustrious journey was abruptly halted in the 12th century when it was destroyed during invasions, leading to centuries of dormancy.​

The Revival Blueprint

Fast forward to the present, and the Indian government has initiated a comprehensive plan to resurrect Vikramshila as a modern central university. In August 2024, the Bihar state government approved ₹87.99 crore for land acquisition in the Antichak locality of Kahalgaon sub-division, Bhagalpur district. This move rekindled hopes for re-establishing the university, with the central government having initially allocated ₹500 crore for the project in 2015.

By December 2024, Deputy Chief Minister Samrat Choudhary announced that Prime Minister Narendra Modi would lay the foundation stone for the new Vikramshila Central University between April and May 2025.
