Introduction
In a landmark achievement, Mizoram has been officially declared India’s first fully literate state as of May 20, 2025. This significant milestone was announced by Chief Minister Lalduhoma alongside Union Minister of State for Education Jayant Chaudhary at Mizoram University in Aizawl.
The Achievement
Mizoram has achieved a literacy rate of 98.2%, surpassing the Ministry of Education’s benchmark of 95%. This accomplishment was realized under the ULLAS (Understanding Lifelong Learning for All in Society) initiative, also known as the New India Literacy Programme (NILP).
The Journey to Literacy
The path to full literacy involved identifying 3,026 illiterate individuals, with 1,692 enrolling as learners. A dedicated team of 292 volunteer teachers, including students, educators, and resource persons, played a crucial role in this endeavor. Their commitment reflects the Mizo cultural value of Tlawmngaihna—altruism and selflessness.
Educational Infrastructure
Mizoram’s education system is overseen by the Directorate of School Education, which manages elementary, secondary, higher secondary, language development, adult education, and physical education. The state is divided into four education districts: Chhimtuipui, Lunglei, Aizawl East, and Aizawl West.
Beyond Basic Literacy
The state now aims to expand literacy beyond basic reading and writing, incorporating digital, financial, and entrepreneurial skills to ensure holistic education … Governor Gen (Dr) Vijay Kumar Singh inaugurated RBI’s Financial Literacy Week 2025, emphasizing the importance of financial literacy, especially among women.
Economic Growth and Education
Mizoram’s focus on education has also contributed to its economic growth. The state’s Gross Domestic Product grew 11% during the 11th Plan period, compared to the country’s 7.8% growth. This high growth is attributed to the state government’s New Land Use Policy.
Serchhip: The Most Literate District
Serchhip district stands out with an impressive literacy rate of 97.91%, making it the most literate district in Mizoram. This achievement highlights the district’s strong educational infrastructure and the successful efforts of both the government and community in promoting education.
